for the project.

Town Treasurer’s Report with Lilly Baron
Lilly reported that total cash on hand at the end of September was $694,745. Lilly pointed out a $112,978 deficit in
the VT Structures Fund that represents the town’s matching portion of the grant, noting that the amount is higher
than anticipated during both the budget discussions and the tax rate-setting process. The total is expected to
exceed the budgeted amount by at least $27,900. Most of this increase was accounted for when setting the tax
rate, with the remaining overage resulting from the decision to pave that section of Valley Lake Road.
The General Fund is currently showing a positive year-to-date variance of $639,343 with revenue
$645,525 above budget and expenditures $6,182 over budget. The Highway Fund is showing a
year-to-date deficit of $115,008, with revenue $175,930 under budget and expenditures $60,922 below
budget. Through September, the Town has received $845,515 in revenue with the town collecting $761,124 in
current tax revenue and $30,471 in delinquent tax revenue.
The town TAN expires on Oct. 17th. Lilly is working with Union Bank to open a new TAN for FY27.
The auditors have completed their report for the third quarter.

Cemetery Commission – Oct 14 – MINUTES

Town of Woodbury
Cemetery Commission Meeting Minutes
October 14, 2026

The Commission convened at the Town Clerk’s Office at 6:05 pm. A quorum was
present, and all motions were seconded.

Commission members present: Susan Stitely, Patti Garbeck, Stephanie Appleton, Cacky
Peltz and Amy Hunt.

Guest: Robin Durkee

Joe Mangan cannot attend the meeting and has announced he will be finished as the sexton at
the end of this year when his contract expires.

What are we going to do about the sexton position?
● Amy called Diane Holcomb in Hardwick; she mentioned they use Stanley Allen in
Greensboro. He also does the Greensboro cemetery.
● Susan called Patrick Heely who is the sexton at Green Mountain Cemetery in
Montpelier. He will think of some suggestions and get back to us.
● Gene and Donnie Turgeon formally dug graves for us. Stephanie will reach out to
them to see if they have any interest.
● We discussed the sexton’s duties.
● Moving forward we will need to write up a new contract and include all
expectations for the new sexton. We will need to clarify the billing process.
● Robin drew up the steps for purchasing a plot and distributed the copies.
● Susan suggested Mike Tatro or Larry Abel as possible people who could dig
burials.
● We need clarification how everything works with the funeral homes and the need
for permits for transferring the bodies. Do all funeral homes include the cost of
the sexton?
● Amy to ask Diane what she pays the sexton for: the burial, opening, closing,
seeding?
● Robin asked if the winter green burials are the only ones done in the winter? Amy
mentioned most cemeteries don’t allow winter burials unless they are green
burials.
● Robin mentioned the revised price list and was checking on discrepancies with
the old list. The new one is the final list and should be used moving forward. She
will put a copy of the new one in the vault.

● We will need help from the town clerk’s office if we need to bury someone soon.
If they are working with a funeral home, they handle it.
● It will be our responsibility to help people if they do not have a plot.
● Patti made a map of the Buck Lake cemetery and plotted out the graves. It is in
the vault.
● Susan suggested having the surveyor do Buck Lake Cemetery as someone is
interested in buried there.
● Sexton responsibilities include making sure the monuments get placed in the
right place.
● We have a question about 11A ,11B on the South Woodbury map? Where is
Daine Caccavo’s plot? She purchased lot 11 in 2000?
● Robin brought an email from Brenda Farrell for Susan to answer questions.

Action steps:
● Susan will ask Joe to return everything he has in files regarding the cemeteries
● Susan will ask Joe about the recent deed?
● Susan will ask Joe about the granite markers and if he is still interested in
providing them when his contact expires?
● Susan will ask Joe if his son is interested in taking over the position?
● Susan will reach out to Kenzan the Abbott of Shao Shan about the state
requirements for burying cremation remains, the depth and size of urns, and the
permitting process.
● Susan will ask Lilly when the last funeral was and did the Commission receive
payment from the sexton?
● Susan will be sure to send the meeting minutes moving forward to Robin so they
can be placed in the vault.
● Patti will reach out to Cedric Alexander about how Cabot handles all of this.
● Patti will reach out to Richard Patten about the process, and if there is space in
the Buck Lake Cemetery?
● Amy will reach out to Diane (a funeral director in Hardwick) about what she pays
the sexton for: the burial, opening, closing, seeding?
● Stephanie will reach out to Gene and Donnie Turgeon to see if they have any
interest.

We agreed to meet again on November 4th, 2026 at 6:30.

Previous Meeting Minutes
● Amy moved to approve the September 23rd, 2026 minutes; the
motion was seconded and passed unanimously.

The meeting adjourned at 7:20.

Cemetery Commission – Sept 23 – MINUTES

Town of Woodbury
Cemetery Commission Meeting Minutes
September 23, 2026

The Commission convened at the Town Clerk’s Office at 6:35 pm. A quorum was
present, and all motions were seconded.

Commission members present: Susan Stitely, Patti Garbeck, Stephanie Appleton, and
Amy Hunt.

Guests: Robin Durkee & Lilly Baron

Previous Meeting Minutes
● Amy moved to approve the May 21st, 2026 minutes; the motion
was seconded and passed unanimously.

Robin Durkee questions:
● West Woodbury Cemetery- We need deeds for the plots give n to Cary “Bear”
Bassett and Terrance Hall as part of the cemetery land donation of 2022 from
Bear Bassett. The conditions of donation were that Cary Bear Bassett would get
4, 4 person lots and Terrance Hall would get 4, 4 person plots.* We need to find
out what lots they want and move forward on this for them. Amy will try to get
the information on the lots they have chosen. Susan will put the deeds together
after we have the lot numbers.
● South Woodbury Cemetery- Question on where Bill Condon's deed and lot are
located? Robin is going through the book and figuring out where all lots are
located. Bill would like some of the trees cut near his lot.
● How does a person go about purchasing a plot? They meet with the sexton,
identify the lot, the Sexton sends the deed to Susan and the town clerk checks on
the availability. When someone needs to be buried, they contact the Sexton and they pay him and he sends the check to the town clerk and then he invoices them for payment. It was suggested that the check be sent directly to the Town of
Woodbury. We need to have a clear procedure for the process.
● We need to visit the cemeteries and figure out what brush and trees need to be cut.
● We cannot locate a map for the Buck Lake Cemetery. Patti has agreed to make one. We should have an official survey done.

● Home burials- How are they done? An easement needs to be written in the deed
if the family want to access the burial site when the property is sold. Cacky and
Patrick Heely may have more information on this.
● We have questions on fees and costs for burial and the role of the funeral home.
We need Joe to attend a meeting. Questions include:
1. What costs are included in a full burial? Does that include the lowering
device and plank set up?
2. What is a hybrid burial?
3. How does the relationship with the funeral home work as far as costs?
4. Can we lift a flat stone marker so it is up out of the ground?
5. Check with Joe on the granite markers are they what he calls the corner
posts?
6. What does install the corner post entail?

Former-resident plot fee
Susan moved that we have a former resident price, Patti seconded and the motion passed. Prices are as follows:
1. Cremation price: $600
2. Single green burial: $1200
3. Double grave plot: $1500
4. Four grave plot: $2400

Signage for green burial section
● Susan suggested a sign saying Green Burial Section. Do we need a sign saying space is limited? We need to think about the proper language.

We need two more meetings before the end of the year:
● One with Joe
● A budget meeting
● A visit to the cemeteries

Action Steps:
● Survey the plots at the Buck Lake Cemetery
● Write a deed for Bear Bassett and Terrance Hall
● A step-by-step guide for the process for deeds and payment of fees related to
burials
● Fall clean up and removal of plastic flowers
The meeting adjourned at 7:50.

2022 Town Meeting Study

A special Town Meeting was called by petition in February 2022 to consider proposals to elect town officers and vote on the town budget by Australian ballot, replacing Town Meeting. The proposals did not pass. A resolution was approved asking the Select Board to appoint a committee to study Town Meeting and get voters' input, and the Select Board did so. The committee held several public meetings and conducted a townwide survey. Two-thirds (65%) of survey respondents favored continuing with traditional Town Meeting, with a majority (56%) favoring moving the meeting from Tuesday to the preceding Saturday. Voters approved this change at the next annual Town Meeting in March 2023. Here is the committee's report and survey results. Here also are Minutes of the committee's public meetings.
