Approval of 06.18.2026 WCC Mee�ng Minutes - Minutes are approved.
Peregrine Update – Michael shared that it was a confusing year for peregrine observa�on. Both sites that
ini�ally had peregrines nes�ng, failed, and there seems to be litle presence of peregrines in the area. that
have data bases of conserved land
AVCC Request – AVCC requested that the WCC provide a lis�ng of land in Woodbury that had conserva�on
easements. Sara took up this task and shared her search results. Sara started with the list WCC members came
up with of town owned parcels and other private parcels they were aware of. Sara then searched the data
bases of several other organiza�ons that have data on conserved land, such as the Department of Forest, Parks
and Recrea�on and the Vermont Natural Resources Council. Her research turned up several parcels that are
conserved in Woodbury and also shed light on town owned parcels that had been thought to have
conserva�on easements but do not. Sara also shared that a large parcel of E.B. Hyde land in Woodbury had
recently acquired a conserva�on easement. From Sara’s work, it appears all land in Woodbury with
conserva�on easements have been accounted for.
Phragmite Control – The WCC briefly reviewed the discussion with Colleen Bloom and Noreen Bryant at the
previous June mee�ng when they met with the WCC and shared their work in Calais atemp�ng to control the
spread of phragmites. Work by Annie Dalton at Nichols Pond also was men�oned. The WCC feels it would be
good to begin documen�ng and crea�ng a map of sites in Woodbury where phragmites are present.
WCC Sponsored Speaker Series – Annie Dalton is men�oned as a possible speaker. She has presented her work
with phragmites control to the state’s Lakes and Ponds Associa�on and gave a presenta�on in Hardwick last
year. Natalya men�ons that Ethan Tapper, author of “How to Love a Forest” and a recently published second book, “The Forest Year: Finding Hope in a World Worth Saving” will be speaking at the Jeude vine Library in
Hardwick on October 7
th
, as part of a book tour for “The Forest Year”.
Town Forest Management Plan – Paul shares that the town forest management plan is clos e to being
completed. Paul also requested a visit to the town forest from Emily some�me in the fall to begin choosing
possible patch cut sites. The WCC discusses briefly with Natalya the logger she knows of who uses horses as a
poten�al person to do the patch cuts.
Cranberry Meadow Wetland Sign – Kiley has sent the WCC versions of his revision of the wetland map. The
WCC reviews the revisions and chooses the boundary line graphic they prefer and the acknowle dgement text
for the Vermont Housing and Conserva�on Board.
Black Ash Observa�on – Paul had no�ced a die off of black ash on his land and had a state forest pathologist-
Chloe Sardonis - come to inspect the trees. She confirmed at least six black ash trees had succumbed to the
Emerald Ash Borer. This was the first confirmed case in Woodbury . Chloe told Paul the black ash are usually
the first species of ash to die off in an area infested with the EMB.

Green Up Day – Green Up Day will be held on Saturday, May 2nd. Paul is working on Green Up Day details.
Michael and Pa� Garbeck have offered to help Paul.
Mothers’ Day Bird Walk – The Mothers’ Day Bird Walk will occur on Sunday, May 10
th
. Paul will be leading the
bird walk; Merlin will assist. The bird walk will be held on the town wetland/forest property by the school.
WCC Sponsored Speaker Series – The WCC discusses possible speakers for presenta�ons in the fall/winter of
2026/2027. Natalya suggests Ethan Tapper, former county forester, who has published a book en�tled “How to
Love a Forest: The Bitersweet Work of Tending a Changing World.” The possibility of having Emily Sayers as a
co-presenter to talk about the town forest is men�oned. Natalya will contact Ethan Tapper. Larry Decker had
offered to lead a field trip along County Road to look at the geology record easily seen along the road. Libby will
contact Larry to see if he is s�ll interested in leading that field trip in autumn’s “s�ck season.”
Buck Lake Green Mountain Conserva�on Camp Scholarships: Michael shares that he discussed the scholarships
with Robin Durkee. His discussion with Robin le� him with ques�ons. Michael would like to check in with Seville
Murphy, NEWT, F&W and Robin to have a beter sense of how t he scholarship process would work best.
Nichols Ledge – Michael shares some of the ongoing communica�ons he has had with the owner of Nichols
Ledge. All communica�ons were posi�ve, though the ledge owner had worries over Act 181 and a non-profit
seed saving organiza�on that contacted him interested in finding and collec�ng seeds from two rare plants listed
for Nichols Ledge. Michael has included the land owner in the peregrine updates.
Peregrine Update - The peregrines do appear to have chosen a new site. Weekly spot checks have found the
peregrines at the new site. No incuba�ng appears to have begun.
Town Forest Trail Maintenance – Jack and Chad will be doing clean up maintenance on the town forest trail on
May 4
th

Woodbury Town Forest – Forestry Plan: Emily Sayers, Lamoille County area forester with the Dept. of Forest, Parks and Recrea�on, presented a dra� plan for Woodbury’s Town Forest. Emily expressed concern that the
town forest’s boundary lines may not be correct. Sara offered to help with a new survey using her GIS analyst
work experience. Emily shared that the town forest was of “mixed wood” and overstocked (too many trees)
from a �mber management perspec�ve. The WCC shares that harvestable �mber is not the management
focus of the forest but instead a recrea�onal/educa�onal focus has long been advocated by the WCC. Emily
also shared she found no invasive plants in the forest itself but men�oned wild chervil does exist along Town
Farm Road. She did find an invasive fungus among the beeches – called beech leave disease - that is now killing
the beech trees.
Within her dra� plan, Emily has organized the forest into two stands; both stands have fairly good soils. Stand
2 is primarily made up of sugar maples; she suggests this stand be managed as old growth. Stand 1 is in need
of help. Emily suggests Stand 1 would benefit from patch cuts and the replan�ng of trees of various types.
Emily is willing to help plan for this project. She also shares a number of ar�cles for reference with the WCC’s
plans for management and will provide the links to those texts for the WCC.
Next steps for the WCC regarding the town forest are the property line of the forest; following up with Emily
concerning the patch cuts for Stand 1 and con�nuing to work on the town forest management plan.
Cranberry Meadow Wetland Sign: Kiley shares a larger dra� print of the sign. The WCC reviews and discusses
the sign. Sara suggests several visual changes. Kiley will rework and present a new dra� at the next mee�ng.
Nichols Ledge: The increased human traffic to Nichols Ledge over the last few years, fueled by pos�ngs on
social media sites, has been a concern of the WCC, especially regarding the nes�ng peregrines. Recently
ownership of the ledge, as recorded in the town records, has changed hands though s�ll remaining in the same
family. Michael spoke with the listed owner about the increased human traffic at the ledge and the concern for
the peregrines that nest each year on the ledge. The owner stated the family ha s long supported the ledge trail
closures during peregrine nes�ng and is aware of the increased traffic to the ledge. He stated that his family
has long held a “don’t allow, don’t disallow” approach to visitors being on the property. He stated that the
ledge property has been owned by his family for over a 100 years and with a younger genera�on interested in
the ledge there are no plans to sell the property.
Peregrine Update: Michael reports the peregrines may not be nes�ng on Nichols Ledge this year but appear to
have chosen another loca�on in Woodbury. Michael will be visi�ng this new site to confirm that the peregrines
will be nes�ng there. He has informed the property owners of the new site and has permission to be on their
property for monitoring. Though shared with the WCC , Michael is reluctant to reveal the site to the public at
this point.

NEWT Presenta�on: The WCC changes the start �me of the presenta�on from 7:00 to 6:30 p.m. A s�pend to
NEWT is discussed with the WCC deciding to give a $300 s�pend. Paul will contact Sophie Ehrhardt and ask for
an invoice. The invoice will be submited to the town treasurer and a s�pend check will be writen, using
money from the WCC’s fund.
Discussion follows concerning Seville Murphy’s successful proposal to NEWT reques�ng NEWT consider
funding scholarships to F&W’s Buck Lake summer camp. Kil ey suggests the WCC also fund a one �me
scholarship for a Woodbury resident to atend F&W’s Buck Lake camp. The WCC approves using its
conserva�on fund to provide a scholarship to F&W’s Buck Lake camp. Paul will publicize the NEWT scholarships
that Seville nego�ated on FPF. Michael will check in with Robin about the scholarship.

Woodbury Town Forest – Forestry Plan: Emily Poter, Lamoille County area forester with the Dept. of Forest,
Parks and Recrea�on), had scheduled to meet with the WCC at this mee�ng but was unable to atend. Emily is
now scheduled to meet with the WCC at its March mee�ng on the 19
th
.
Cranberry Meadow Wetland Sign: Kiley has contacted Susan Sawyer to let her know what was discussed
concerning the sign at the WCC January mee�ng. Kiley presented a mockup of the sign using aerial imagery
instead of symbology for the map and a revision of the text to be included on the sign. The mockup sign was
discussed. Kiley will present a life size copy of the sign at the WCC’s March mee�ng.
Library/WCC Sponsored Speakers: Libby spoke with Myrna O’Neill, town librarian, about establishing regular
speaker events that would be sponsored by the library and the WCC. Libby men�oned that Myrna felt winter is
the best �me to hold events. The WCC discussed this and felt it would sponsor two events each year. The WCC
will brainstorm possible speakers at its March 19
th
mee�ng.
